1. Human Resource and Admin Manager

Reports to: Executive Director 

Duration: one year with possible extension based on performance.

Duties & Responsibilities

  • Plan, organize and coordinate the overall human resources and administrative functions of the organization;
  • Develop, update and ensure the  implementation of the organization’s administrative policies, systems, and procedures;
  • Ensure the existence and implementation of human resources policies; reformulate, adapt and ensure application of administrative procedures to fulfill the requirements established by the Ethiopian government and by EMwA globally;
  • Ensure that organization’s activity  on the area of HR and administration follows the organization values, principles and procedures;
  • Facilitate  all the recruitment process in the Association
  • Supervises  Administration  staff including logistics and warehouse;
  • Ensure efficient vehicle management system according to  the EMwA Vehicle Management Policy;
  • Ensures that annual physical counts and inventories are carried out in all EMwA warehouses;
  • Ensure that annual performance appraisal of staff in the organization is being carried out;
  • Develop compensation and benefit packages;
  • Resolve human resource problems such as work related disputes & conflict; 
  • Work on security policy development, adaptation and implementation;
  • Suggest policies to recruit and retain employees.

Academic Requirements:

  • MBA/MA/BA Degree in Human Resource Management, Management Public Administration or related field of studies. 
  • 7 years for Bachelor or 5 years for Master’s Degree out of which 3-4 years should be in senior managerial position.

  • Terms of employment is one year with possibility of extension
  • NGO Experience is advantageous

2. Project Coordinator

Reports to: program manager 

Duration: six months with possible extension based on the budget availability and performance.

Salary:  As per the organization scale

Duties & Responsibilities

  • Establish & create common understanding among implementing partners and ensure smooth implementation of the project.
  • Coordinate and conduct high level sensitization meeting to create awareness of project with MoE, MoH & Midwifery Educators
  • Establish, coordinate and lead a committee for ASRG awards
  • Recruit regional EMwA branch focal representatives for data collection in consultation with M&E and research officer.
  • Organize and coordinate training for EMwA regional branch focal representatives in programme management & data collection procedures.
  • Coordinate and upgrade membership data base system through working with M&E and research officer
  • Establish formal communication strategies between project implementers (EMwA national and regional branch office staff, universities, national NGOs)
  • Coordinate and ensure efficient and effective implementation of the project with due consideration of timelines in delivering results.
  • Prepare project annual, bi-annual and quarterly plan in the light of different demands (donor and government)
  • Continuously organize activity reports inline to the project work plan and submit to donors and respected government organization and ensure that activities in the plan are rightly contributing to the attainment of the project goal.
  • Be responsible in ensuring appropriate tracking of project results towards complementing the achievement of the Associations’.
  • Support the project staff in prioritizing and implementation of activities
  • Provide technical support and assure the quality of the survey abortion stigma survey across the country.
  • Conduct supportive supervision to the  project implementation area and document the findings for improving results.
  • Take part and be responsible for the entire programs, preparations of project proposal, monitoring tool development, timely donor reports, and design and implement a system tracking all the necessary information and reports in the association
  • Coordinate and collaborate with Organizations/ project teams and  to ensure timely communications and availing all project related data
  •  Ensure that all activities are accomplished maintaining its standard and quality results are delivered
  • Coordinate timely request and release of budget to the respective implementing partners for timely implementation of the project from each partner
  • Analyze critical and emerging issues in the course of project implementation and give the necessary and appropriate responses.
  •  Ensure budgets are properly utilized to the purpose jointly with finance team as well as the  program Manager accordingly in a regular basis
  •  Make sure that the budget utilization are complying with donor, organizational other requirements and regulations
  •  Regularly track the budget with the finance team,
  •  Make sure that any budget request is prepared in detail and in line with the agreement and policy and also the plan in the project document
  • Ensure that regular monitoring and evaluation of project progresses are conducted, findings and best practices are documented and feed in to the planning process
  • Do other activities as per the need of the organization and guidance from supervisors.

Educational Qualifications, Experience and skills

  • MPH or MSC with a background in midwifery, nursing, health education or other health related fields.
  • Minimum of 5 Years of experience for masters and 7 years experience for BSC degree out of which 2/3 yrs should be in managing/coordinating health programs in NGO and familiarity with the Ethiopian health sector transformation plan.
  • Proven experience in handling research related projects.
  • Proven experience in program management or coordination with FMOH & RHBs.
  • Sufficient knowledge and experience of working in NGO section and MNCH area      at National and International level.

3. Continues Professional Development (CPD) coordinator

Reports to: program manager

Duration: six months with possibility of extension based on performance and availability of budget.

Duties & Responsibilities

  • Collaborates with the multidisciplinary team/system at national and regional levels using the midwifery process to integrate the midwifery perspective into a comprehensive plan of health care services and support for the patient/family at all health institutions.
  • Identifies, innovate and prioritizes midwifery care needs for a select population of patients/families.
  • Conducts comprehensive, holistic wellness and illness MNCH assessments using established or innovative evidence-based techniques, tools, and methods with the concerned partners at national and regional levels.
  • Initiates and plans care conferences or programs.
  • Coordinate and record evaluation of the impact of professional development program, after a suitable interval to enable EMwA and policy makers to implement ideas/approaches, and analyze the results, feeding these in to teaching institutions self-evaluation procedures and improvement planning.
  • Identifies, collects, and analyzes data that serve as a basis for program design and Outcome measurement and take collective actions plan.
  • Establishes methods to evaluate and document midwifery interventions.   
  • Evaluates the impact of midwifery interventions on fiscal and human resources.
  • Lead in all regional-Midwives  related documentation efforts for the project, including coordinating compilation of monthly/quarterly/annual reports under the guidance of the program manager & monitoring and evaluation  Advisor; this includes serving as the focal point for compiling, summarizing, analyzing, and submitting monthly project reports and other reports   in a timely manner
  • Support and facilitate active use of CPD categorization database at national /the regional office
  • Provide technical support on monthly and quarterly reports and other queries for program monitoring and evaluation as needed to the HRH team 
  • Collaborates with others Partners to resolve issues related to CPD activities, Policies and resources
  • Creates and recommends revision of midwifery policies, protocols and procedures using evidence-based Information to achieve outcomes for indicators that are midwife -sensitive.
  • Identifies and addresses barriers that affect midwifery competency outcomes.
  • Leads quality improvement initiatives for a unit or a program.
  • Assists and support the staff in developing critical thinking and professional judgment.

  • Collaborates with Educational midwifery Specialists/staff, Educational midwifery Coordinators and others on content and operational design of orientation, clinical competency, and other clinical educational program development.
  • Mentors midwives to acquire new skills, develop their careers and effectively Incorporate evidence into practice
  • Provides input for staff evaluation.
  • Provides formal and informal education for midwifes and other health professionals and health professional students.
  • Leads in the conduct and utilization of midwifery research Organization/System Leadership

4. Midwife Advisor

Reports to: Regional Project Coordinator

Duration: six months with possibility of extension based on performance and availability of budget.

Place of work:  Addis Ababa with frequent travel to different project implementation areas

Duties & Responsibilities

  • Prepare detail operational activity plan in collaboration with the program Manager
  • Prepare detail plan for each training activity
  • Facilitate the implementation of planned activities through proper coordination, provision of technical support
  • Organize and facilitate any type of trainings related with reproductive, maternal & newborn health as per the plan and prepare training reports
  • Organize and conduct need based training for health workers at various health facilities, and teaching institutions
  • Report on project progress and communicate relevant information including monthly, quarterly and annual report to project manager.
  • Develop training plan of action and prepare budget based on the plan
  • Create smooth relationship with trainees, government bureaus   and other partners at different level.
  • Take part in program planning, proposal writing, documenting best practices and monitoring project activities
  • Take part in preparation of magazines, newsletters and other publications of the association as needed
  • Take part in resource mobilization activities of the organization and maximize the impact
  • Take role of coordination where ever necessary
  • Ensure trainer teams is always available for all the trainings
  • Facilitate proper implementation of the training program
  • Collaborate with RHBs hospitals and health center when the training is conducted
  • Work in stressful situation and limited source area
  • Document best practice and combine pictures and detail reports on the training program
  • Collaborate with all program and technical staffs of EMwA better out come on the overall implementation of EMwA programs
  • Collaborate, coordinate and participate in any EMA’s related activities as per the annual work  plan of the organization and additional assignments from partners, FMOH and RHBs as needed
  • Coordinate and create a link among regional HBs, chapter offices and zonal representatives in relation with the training and other EMwA activities
  • Ensure and contribute for quality of midwifery education and care in all the programs and activities where EMwA is involved
  • Ensure proper handling of all BEmONC training materials in all the sites and make sure any missed items, inform immediately and collaborate for the re-placement
  • Document action plans properly for the call follow up and supportive supervision
  • Ensure implementation of the activities as per the action plan and follow up accordingly
  • Facilitate for the overall goal of the program   and create links where ever there is gap in implementation of the BEmONC in the health facilities
  • Promote and increase members of EMwA and advocate for Midwifery profession where ever you are assigned
  • Take initiative and coordinate the overall activities of the training in the absence of the team
  • Other duties assigned by the immediate supervisor, should go any of the training site or perform any related assignment at office wherever necessary

 Required Qualifications:

  • MPH, MSC Or BSC in Midwifery and other health related field like Nursing, Public Health officer  with Midwifery background
  • Minimum of 5 /7 years of experience in clinical  practice and teaching at higher teaching institution and in-depth understanding of international & National reproductive, maternal and newborn health
  •  Knowledge and experience in standard Midwifery care and practice and extensive experience in MNCH service provision.
  • Having a clinical area experience with in the past  two years is a plus
  • Having  BEmONC TOT is mandatory and other trainings like FP, PMTCT, effective and clinical teaching skills is more advantageous  
  • Good Interpersonal communication skills
  • NGO experience is advantageous
  • Computer literate and good creative skills
  • Fluent in English both written and verbal
  • Knowledge of oromiffa language is an advantage

5. Program / Midwife Advisor

6. Finance Officer

Reports to: Finance Manager

Duties & Responsibilities

The main duties of the finance officer will be:-

  • Prepare project/program implementation  budgets and carry out proper implementation of the project/program pertinent to the responsibility
  • Monitor fund utilization activities.  Ensure that each and every financial under takings (collections, payments, data processing and reporting) are made as per the rules and regulations of the Association and in compliance with donor and other stakeholders requirement
  • Prepares all payment vouchers in accordance with the financial rules, regulations and appropriate authorization.
  • Prepares journal vouchers, posts and balance, accounting entries and prepares monthly trial balance and financial statements.
  • Prepares payroll at the end of every month.
  • Follows-up outstanding Payables & Receivable accounts, travel advances, salary advances and other receivable and presents same to the immediate supervisor for appropriate action.
  • Maintains proper fixed assets register book.
  • Control proper recording of store issue and receiving vouchers.
  • Records all petty cash payments and ensures the accuracy and legality of all receipts before replenishment.
  • Prepares bank reconciliation statements regularly.
  • Provide technical assistance to internal auditor, program officers and assistants, cashier and other program staff regarding finance.
  • Maintain and ensure internal control over all finance related activity of the Area.
  •  To work in team and coordinate different activities as needed
  • Insure safe custody of liquid assets and proper management of fixed assets.
  • Advise program   personnel’s of the Area on financial matters.
  • Prepare Annual audit reports for External Auditors & assist them in verification of documents.
  • Performing such other duties and responsibilities as many is assigned by immediate supervisor.

Educational Qualifications, Experience and skills

  • First Degree in Accounting/Financial management
  • 4 years relevant  work experience for Diploma or 2 years for Bachelor Degree holder preferably with NGO
  • Broad understanding programs management and operations
  • Ability to work independently and take personal initiative
  • Excellent written and spoken English language skills

7. Program Assistant

Reports to: Regional Project Coordinator

Duration: six months with possibility of extension based on performance and availability of budget.

Duties & Responsibilities

  • Assist in preparation of project/program implementation plans, budgets and carry out proper implementation of the project/program pertinent to the responsibility
  • Provide technical and professional support to program area to ensure quality and appropriateness of project/program intervention as well as ensure its sustainability
  • Organize, conduct and facilitate different trainings
  • Handling all the logistic and financial matters in related to trainings and /workshops.
  • Take part in developing concept notes and project proposals
  • Work with program staffs on a range of tasks aimed at strengthening the program area’s projects/programs.
  • Prepare training materials, proceedings, posters, etc as deemed necessary
  • Take responsibility in organizing and updating the necessary information and program of the teaching institutions and the affiliated health facilities
  • Be involved in updating the data of midwives, students,  teaching institutions  and health facilities as needed
  • To work in team and coordinate different activities as needed
  • Take a responsibility of the coordination and management of projects/programs
  • Cooperate with other project/program staffs in implementing the day to day activities of the project as planned

Required Education, Qualifications, and Skills

8. Driver/Mechanic

Reports to: general service coordinator

Duration: six months with possibility of extension based on performance and availability of budget.

Place of work-Addis Ababa and there might be travel to different project implementation areas of the association

Duties & Responsibilities

  • Drive assigned vehicles safely and chauffer project and EMwA staff, official visitors and partners to official destinations
  • Prepare the vehicle for heavy duty off-road trips for field work travel like (reserve tyres, repair kit, water, first aid and safety equipment)
  • Take careful note of all available information concerning street condition, effective routes, security and locations
  • Report the need for maintenance to the general service coordinator
  • Immediately report any involvement of the office/program vehicle in any, even minor accidents, or any damage or theft of equipment from the vehicle
  •  Fill the board book according to regulations
  • Read and understand all regulations with regard to driving and passenger

• Monitor vehicle condition and coordinate regular and needed maintenance
• Collect daily schedules and keep the vehicle in good working condition
• Perform errands or deliveries for project activities as requested
• Abide by traffic signals, road signals rules and regulations
• Maintain vehicle log book and other related records as required
• Report to immediate supervisor in case of accident

Educational Qualifications, Experience and skills
• Possess a 3rd grade valid driver's license or equivalent

• High School completion certificate or  TVET auto mechanic diploma/certificate is a plus
•three years of relevant experience preferably in NGO
• Ability to understand English and follow oral and written instructions.
• Knowledge of basic automotive maintenance procedures.
• Must have a safe driving record
